The building industry in Europe is undergoing a historic transformation driven by the revision of the Energy Performance of Buildings Directive (EPBD) in May 2024.<\/span> The central objective is to achieve a property portfolio of <\/span>net zero by 2050<\/b>, which requires considering not only operational energy consumption but also greenhouse gas emissions from <\/span>Full life cycle<\/b> of the building.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

The Basic Document of Environmental Sustainability (DB-HSA)<\/span><\/strong><\/div>
\u00a0<\/div>
In Spain, this transition is articulated through the new <\/span>Basic Environmental Sustainability Document (DB-HSA)<\/b>, integrated into the Technical Building Code (CTE). <\/span>This document transcends the traditional energy saving approach to establish objective parameters that reduce the global environmental impact of buildings.<\/span>.<\/span><\/div>
\u00a0<\/div>
29 May 2026 <\/strong>is the transposition deadline for the new EPBD in Spain, which drives the incorporation of the DB-HSA into the CTE.<\/div>
\u00a0<\/div>
The DB-HSA is divided into two fundamental sections: the <\/span>HSA 1<\/b>, which regulates Global Warming Potential (GWP), and the <\/span>HSA 2<\/b>, dedicated to sustainable mobility (electric charging infrastructure and cycle parking)<\/span>. <\/span><\/div>
\u00a0<\/div>
Its main function is to define the national methodology for determining how much a building contributes to climate change from its construction to its end of life.<\/span><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Obligations for 2028 and 2030<\/span><\/strong><\/div>
\u00a0<\/div>
The mandatory declaration of carbon footprints will be implemented gradually in Spain according to project size:<\/span><\/div>
\u00a0<\/div>
  • From 1 January 2028:<\/b> The calculation and declaration of the PCG will be mandatory for all new buildings and extensions with a <\/span>usable area exceeding 1,000 m\u00b2<\/b>.<\/span><\/li><\/ul>
    • From 1 January 2030:<\/b> This obligation will extend to <\/span>Rest of new buildings and extensions<\/b>, regardless of its surface area<\/span>.<\/span><\/li><\/ul>
      The resulting CGPC must be declared mandatorily through the <\/span>Energy performance certificate<\/b> of the building, both in the design phase and with the completed work.<\/span><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

      Data and correction factors in the calculation of GGPC<\/span><\/strong><\/div>
      \u00a0<\/div>
      To ensure the accuracy of the calculation, which in Spain is made on a <\/span>50-year study period<\/b>, the regulation establishes a strict order of priority for emission data<\/span>. The priorities are <\/span>product-specific data<\/b>, such as benefit declarations under Regulation (EU) 2024\/3110 or <\/span>Individual Environmental Product Declarations (EPDs)<\/b> produced in accordance with standard UNE-EN 15804<\/span>.<\/span><\/div>
      \u00a0<\/div>
      An innovative element is the application of <\/span>correction factors<\/b>f<\/span>c<\/span><\/span><\/span><\/span>\u200b<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span>)<\/b> What penalises the use of less accurate data to encourage transparency from manufacturers<\/span>:<\/span><\/div>
      \u00a0<\/div>
      • Individual DAPs or specific data:<\/b> f<\/span>c<\/span><\/span><\/span><\/span>\u200b<\/span><\/span><\/span><\/span><\/span>=<\/span><\/span>1<\/span>,<\/span>00<\/span><\/span><\/span><\/span><\/span><\/span> (without penalty)<\/span>.<\/span><\/li>

        The <\/span>Environmental Product Declarations (EPDs) - individual<\/b> They are the cornerstone of PCG calculation<\/span>. As verified documents detailing the environmental impact of a material, they allow the designer to use the most favourable correction factor (1.00)<\/span>. <\/span><\/div>
